Officers On Horseback Lead Black Suspect Down The Street

Galveston, TX – The above photo looks like a scene straight out of the 1800’s, minus the vehicles and the clothes the people pictured are wearing. Would you believe this picture was actually taken yesterday (August 3, 2019)? If you answered “YES” then you would be 100% correct, and NO this picture is not photoshopped!

Donald Neely, 43-year-old African American suspect, was accused of criminal trespassing. The two officers linked the rope/leash to handcuffs Neely was wearing and led him around the block to a mounted patrol staging area.
Galveston Police have issued a statement regarding the incident. Vernon Hale (Chief of Police) said “this is a trained technique and best practice in some scenarios,” such as with crowd control. He believes his officers “showed poor judgment in this instance and could have waited for a transport unit at the location of arrest.” He said his department has “immediately changed the policy” to prevent use of the technique.
Donald Neely has been set free on bond, but how do you guys feel about the way this case was handled? Do you think he should still be faces the charges, or should they be dropped?
